Op. 599 No. 007 is the seventh piano music from Op. 599, Practical Exercises for Beginners by Carl Czerny who was an Austrian composer, teacher, and pianist of Czech origin. Both hands stay in C 5-finger scale (hand position) for the entire exercise. It's a very easy exercise. The right-hand C position is very high as you'll see all the notes with ledger lines.
